An e-bike was seized in Whittlesey as the riders were seen on public roads with no safety equipment or lights.
Following the incident, police have issued advice to road users.
A spokesperson for Cambridgeshire Constabulary said: "When on the road, particularly at night and in poor weather conditions, it is important to have lights and safety equipment so other road users can clearly see you.
