A Cambridgeshire Police officer is due to face a misconduct hearing into his alleged behaviour towards his colleagues and online comments.

Six allegations have been made against PC 816 James Roper. The allegations involve making offensive comments, failing to report an offence in the correct timeframe, and wearing a Body Worn Video Camera with the intention to record his colleagues.

It is alleged that in April 2021, PC Roper made comments to another officer while on duty that were offensive. 

In the same month, it is alleged that he identified road traffic offences for a motorist and failed to submit a traffic offence report within the relevant time frame. It resulted in no further action being taken against the driver.

In December 2022, it is alleged that PC Roper made discriminatory comments on Facebook about a reported news article. That same month, he is accused of making comments on Facebook about third parties which were also offensive.

PC Roper is also accused of making a comment to another officer about their own performance which caused offence to that other officer. This is alleged to have taken place in March 2023 while he was engaged in administrative duties.

Again on March 2023, it is PC Roper was on restricted non-operational duties when he was seen to be wearing his Body Worn Video Camera.

When this was pointed out by another colleague, it is alleged that PC Roper said that he did not trust some of his senior colleagues, and he intended to record any interaction he had with them.

The gross misconduct hearing is scheduled for Monday, November 25, Tuesday, November 26 and Wednesday, November 27 from 10am on all three days.

It will be held at the Bedfordshire, Cambridgeshire and Hertfordshire Professional Standards Department at Lysander House in Tempsford.

The hearing will be held in public.
